The essay investigates the strategic role assigned by d.lgs.n.150 of 2009, the so-called Brunetta Reform, to executives in pursuing the goals of public administration. The first paragraph is dedicated to an in-depth analysis of the features of autonomy of managers in the civil service. The second paragraph analyses the legislative modifications concerning the granting and revoking of appointments for management functions. The third and fourth paragraph deepen the various responsibilities of public managers in the execution of the new functions conferred by law, with specific reference to performance management cycle. The fifth paragraph investigates the new relationship between public manager and employees. Conclusions are dedicated to the topics of individual and collective mobility and, most of all, to the new challenges for public administration: rewarding merit and punishing demerit by spreading a new culture based on results.
